After the presentation of our 'Final Report' to the INTAS finance manager
(on May 31, 1999, which contained also -as annexed- the last 4 requests
for the final transfer-of-funds as planned), a long debate arose, involving
all the IA-96-03 'actors'. The 'Finances' tables in our 'Final Report'
had to be partially corrected, as the IA-96-03 was an actual cost
contrat, and not a fixed cost one. However, thanks to the good collaboration
of the Partners and, mainly, to the kind efforts of INTAS Finance manager
office, an agreed solution was found, which assured to the NIS Partners
the full coverage of the actual and justified costs (100% of the
planned), and to the Western ones the full espense allowance (about 85%).
Here a brief summary:
August 1999 | Mr R.Vardapetian approves our final Report, and pass it to the Finance Manager office for the final Intas approval. BUT... |
September | BUT after few days I was requested to better detail the economical situation of the Action, as the our was an 'Actual Cost' contract... So, I write a new document for Intas. |
" | The Intas finance manager reply. |
Oct. / Dec. | The debate goes on, with many interventions of Vardapetian, Zeyen, Yurov, Geyko and myself. A little pessimism develops... |
January 2000 | INTAS finance manager, after a whole review of our IA-96-03 Action's budget, offers us a new proposal. |
" | Moscow objects some important points, also if the new Intas proposal seems to be reasonable to some of us. |
" | After a new common discussion, INTAS agrees with the final proposal built up by the Co-ordinator. |
" | Finally the last 4 agreed requests for the transfer-of-Intas-funds are written and sent to INTAS. |
" | The new Intas Officer's confirmation of the transfer of the requested amount (total: 20,370.82 Euro) |
edited by the Co-ordinator M.Maistrello, with the kind contribution of all the Intas-IA-96-03 Partners and Dr. D.Gould, Intas Head of Secretariat.
